Here are two highlights from this protocol:
Infection prevention measures
⃝ For 3 weeks, 25 people from, among others, the RKI, the BMI, the Heinrich-Herz Institute, 3 other Fraunhofer institutes etc. have been developing a tool (CGA – Corona Health App) to track who a person has talked to for at least 15 minutes in the last few weeks. As soon as the financing is clarified, this can also be used.
Current risk assessment
⃝ A new risk assessment was prepared last weekend. Risk is to be scaled up this week. The risk assessment will be published as soon as Mr. Schaade gives a signal for it.
The last one is an example of a political prescription to the RKI: The RKI stated risk had to be scaled up. From this quote this is not directly evident as Mr. Schaade was only the vice president of the RKI at that time. But in other protocols that deal with the risk assessment the BMG (Bundesministerium für Gesundheit / Federal Ministry of Health) is explicitly named. And: There has been a freedom of information request, asking for all internal documents that dealt with the risk assessment prior to the upscaling. There is no evidence neither in this freedom of information act material nor in the protocols, that this scaling up was a consquence of a reliable data assessment analysis of the RKI.
